Moscow – On February 4, 2022, Chief of Mission of International Organization for Migration in Moscow, Abdusattor Esoev, and Head of the Federal Service for Labour and Employment, Mikhail Ivankov, signed a Memorandum of Understanding between IOM and Rostrud.

The Memorandum provides for interaction and exchange of information in the field of labour migration, in particular in ensuring compliance with and protection of labour rights of foreign workers, including through the use of information technology.

During the event, the head of Rostrud spoke about the implementation of two agreements on organized recruitment – with the Republic of Uzbekistan and the Republic of Tajikistan, as well as about a pilot project to attract migrant workers of the Republic of Uzbekistan for temporary employment with Russian employers engaged in construction. "The Memorandum is intended to expand our cooperation, including on the issues of organized recruitment, which will contribute to improving the efficiency of our work," Mikhail Ivankov said.

Abdusattor Esoev, in turn, thanked Rostrud for cooperation and expressed confidence that the joint document will serve as a basis for participation of representatives of Rostrud in the current IOM projects as well as in new initiatives of the Organization. He also highly appreciated the work carried out in the Russian Federation on a pilot project with the Republic of Uzbekistan. "The possibility of carrying out a number of procedures necessary to obtain a patent on the territory of the country of departure will be a great achievement in simplifying the migration mechanism for migrant workers," he said.

At the end of the event, Abdusattor Esoev handed over to Rostrud materials with an overview of the practices of attracting and using foreign labour in the Republic of Korea, Japan, China, as well as the results of a research carried out by IOM on the topic "Assessment of employers' needs for foreign labour in key regions of the Russian Federation".
